The monthly valuation, with evidence for every quantity.
Decret starts from the contract bill and adds only measured quantities that have evidence, at the contract's rates.

On what basis
A valuation shows what was built in a period, on the lines of the bill, and is the basis for payment; the contract usually sets its format.

Questions
Can I use the format the contract asks for?
Decret produces the statement in the format above and can also fill the library form "Progress Valuation and Payment Application" when the month fits it.
What happens with a contract addendum?
Import the new bill as a new version. Lines already measured get a decision: which new line they continue as, or that they were removed. Earlier statements keep their version.
What counts as evidence for a measurement?
A measurement note, a record or photo from the project's files, an approved record form, a saved diary day with its change history. The contract and the drawings say what is to be built, not what was built, so they are not evidence.
What Decret does not do
Decret never proposes or changes rates, never pro-rates unmeasured quantities and never caps overruns: it flags them.
